Unsolicited Proposal Assessment Policy

Brian led the development of the Unsolicited Proposal Assessment Policy for the NSW Department of Premier and Cabinet (DPC) in late 2010 and early 2011. This policy was a key piece of the then new Government engagement with the private sector, seeking innovation and fast tracking of beneficial projects to address the backlog of infrastructure provision in NSW.

The policy has since been adopted almost in entirety by the Victorian Government and adopted for use in the Westconnex project in NSW.

As a result of this work and subsequent assessment of unsolicited proposals for NSW DPC, Brian can advise on the submission of Unsolicited Proposals to Government to optimise the probability of success.

In addition to the development of the policy, Brian has also undertaken several assessment processes for the NSW DPC, notably on proposals by Australian Water Holdings, Transurban (M2 and M5) and Thakral.
